Cleanliness drive to prevent water borne diseases

BOMDILA, Jun 30: In order to prevent water borne diseases that spread during monsoon, a cleanliness drive was organized at Bomdila and its peripheral area yesterday.

Emphasis was given on clearance of drainage system in order to channelize the flow and prevent water logging.

Deputy Commissioner Rinchin Tashi has issued prohibitory order banning stacking of building construction materials along the road side particularly over the drains. Also ban has been imposed on use of polythene carry bags. The District Administration and the Bomdila Forest Division would be distributing saplings for plantation in all the office premises and residential areas of Bomdila Township by the first week of July.

The cleanliness drive was participated by all the government employees, public, bazaar committee, and taxi union, students of various educational institutions and personnel of Border Roads Task Force. DIPRO

 

Forum calls for publication of NIT

ITANAGAR, Jun 30: Ziro – II Anticorruption Youth Forum has called for wide publication of Notice Inviting Tender (NIT) in newspapers of the state, against all six sanctioned projects under SPA 2011-12 in 16-Yachuli Assembly constituency, Lower Subansiri District. It said that if there is no open publication of NIT, it would lead to misappropriation of development fund.

It urged the project executing department to follow the direction of Planning Commission, Government of India by maintaining tender process to ensure transparency  in project implementation. It alleged that SPA projects for 2010-2011 were not completed in Ziro-II.

 

Pickle making training

ITANAGAR, Jun 30: A meat pickle making training for Self Help Group (SHG) Sanya of Khasan Jugli village, Kharsang under Changlang district was organized by AMYAA, a Namphai-I, Miao based NGO.

Eleven members of the SHG attended the training. The SHG, which achieved remarkable success in its one and half year’s of existence, will now take up pickle making as their primary source of group income, AMYAA said in a release.

 

SBI donates 7 ceiling fans to school

PASIGHAT, Jun 30: The State Bank of India (SBI) donated seven ceiling fans to Jarkong Middle School today under its Corporate Social Responsibility (CSR) to commemorate the ‘Bank-Day falling on July 1.

Handing over the items to the Headmaster of the school, the chief manager of the bank Aloke Das elaborated bank’s corporate social responsibilities. He said, SBI as a socially responsible organization, has always played a pivotal role by contributing towards social sector in a meaningful and effective way.  So far, Pasighat branch of SBI has donated 22 fans and four water filters to various schools under CSR, the GM informed.

Court Summer vacation

ITANAGAR, Jun 30: The Itanagar Permanent Bench of the Gauhati High Court will remain closed from July 2 to 13 on account of Summer Vacation.

However, the officers and staff of the Registry will attend the office as per roster arrangement during  the vacation.

 

Abide by DA directive: Orgs

ITANAGAR, Jun 30: Tata Mobile Welfare Association Naharlagun, has asked owners of Tata Mobile vehicles plying in the Capital Complex area to abide by the order of the District Administration prohibiting plying of vehicles carrying Bamboo and Iron Rods.

All Itanagar Tata Mobile Association (AITMA) has also urged the Tata mobile drivers to abide by the order of the  administration and not to ply  vehicles carrying Bamboo and Iron Rods during 9 am to 12 noon and 4 pm to 6 pm in the township.

 

Society appeals

ITANAGAR, Jun 30: The  Nino Welfare  Society, Itanagar unit has appealed the city police and the concern District Magistrate to arrest those involved in the unnatural death of  Late Tunya Siram and give early justice to  the bereaved family members and the society.

Secretary General Joluk Minung Nino, in a release stated that punishment must be given to those involved. Society expressed deep  shock  at  the tragic death.

ITANAGAR, Jun 30: Dree - the annual agricultural festival of the Apatani community will be celebrated at Aalo, headquarters of West Siang district with various programmes on July 5.

Get ready to welcome new phase of development: Tuki

SAGALEE, Jun 30: After dedicating the longest steel bridge over Pare River at Deb village under Sagalee sub-division of Papum Pare district today, Chief Minister Nabam Tuki exhorted the people and the officers to tighten their belts to welcome the new phases of development being facilitated by the Centre.

Arunachal Pradesh will soon enter a new phase for embracing a better tomorrow, he said while citing the nature’s fury the state confronted because of monsoon onslaught. “That does not mean that we should accept but get prepared to make it a part of life and proceed ahead with full preparedness to tackle such disasters.”

Defusing reported concern that the 75m steel bridge with RCC decking would collapse for not being built as per specifications, he said that the engineers have zealously followed the technical specifications and there should be no fear from any quarters about the longevity of the bridge, a living asset of the state.

Appreciating the PWD engineers and the contractors for beating time and completing it within 18 months against 24 months’ target, the chief minister said that the engineering marvel is for others to emulate. He announced state award for the deserving ones as a gesture of the GoAP.

Pointing out that roads hold key to development in a land-locked state, he referred to the ongoing ambitious Trans-Arunachal Highway (TAH) that will change the face of the state by creating multi faceted opportunities by promoting tourism, industries, agri-horti and allied sectors.

However, the CM suggested conducting a technical study, particularly for replacing bitumen by concrete to make the highway durable.  The same procedure should also be followed for other roads.  “Most of the existing roads are being widened for the TAH thereby obstructing smooth traffic movement as well as delaying the time-bound work,” the CM observed and called for a rule to regulate traffic, particularly allowing specific timing for traffic flow and prohibiting any traffic for smooth construction being taken using huge machineries.

As the TAH process is getting delay due to local problem, particularly for compensation claims by the locals, he exhorted the panchayat leaders to hold meeting with the people and win their confidence to facilitate smooth work which would immensely benefit them in long run. He also directed the district administration and the police to take few trouble makers with vested interest to task for greater interest of the state.

Responding to a public memorandum, the CM assured improvement of Mabb-Deb road, suspension bridge over Lebia river, improvement of water supply to Deb village, road to link Sorha Hapa girls’ residential school at Nimte.

 With the GoI giving priority attention to agri sector, the CM informed that more stress would be given to irrigation by the Centre and the demand of the area for minor irrigation projects would be considered for clusters on need-basis.    

Itanagar MLA Techi Kaso, addressing the huge gathering of officers, public and youth leaders, urged them to maintain the public assets. He highlighted the need for special attention to education, health and communication,  which is the spring board of development. However,   the GoAP employees have a special responsibility to shoulder towards the society through their dedicated and committed services for which they are paid.

Assuring his commitment to the welfare of the people, P’Pare DC Pige Ligu advised them to not resort to mudslinging in the media rather approach him directly to seek clarification or when even any help is needed.

The CM entourage included PWD CEs Bora Ete, T Gongo, disaster management director Y W Ringu, PH&WS SE Toko Jyoti, WRD SE K Singh, zilla parshad chairperson Nabam Aka, among a host of dignitaries.

 

 

Khunjuju lauds the role of ‘Gyan Mission’

ITANAGAR, Jun 30: Parliamentary  Secretary for Hydro Power R T Khunjuju laid down the first foundation day celebration stone of Gyan Mission, a local NGO at Chandranagar here this morning.

The NGO, which runs a school for orphan children at Chandranagar was established in 2006, provides free education, food and lodging to the orphan children. At present around 30 orphan students from various remote places of Arunachal Pradesh are studying in the school.  

Speaking on the occasion, Kunjuju lauded the NGO for its noble endeavour to provide free education to the orphan children.

“Work is worship and everybody must work hard for betterment of themselves and society as well”, he said while calling upon the members of Gyan Mission Family especially staff and students to work hard to get success in life.

He assured to extend every possible help from his side to help out the orphan students. He also distributed sweets and donated cash.

Seppa East MLA Tapuk Taku also praised the Gyan Mission for doing such a noble work to uplift the society.  He suggested the students to study hard and make everybody proud besides making themselves better so that they can serve other orphans in days to come. While advising the students not to indulge in bad activities, Taku also assured to extend help for the students. Special guest Pranab Yangfo also spoke on the occasion and encouraged the NGO and students.

Earlier, the chairperson of Gyan Mission highlighted the aims and objectives of Gyan Mission. The day-long programme was marked with beautiful cultural representations by the students.

 

 

Youth Leadership Workshop

ITANAGAR, Jun 30: 15 youths successfully participated in the “4-day Workshop on Youth Leadership Training” at Don Bosco Youth Center organized by Galo Welfare Society (GWS). Leadership workshop included visioning exercise, leadership concept, group dynamics, conflict management and communication skills.

‘The objective of the workshop is to create the next breed of young visionary with missionary zeal and dedicated torch bearer of the society,’ said the noted social activist and GWS President, Jarjum Ete. She appreciated the responses of young future leaders and revealed that for the field experience the workshop team will be visiting different places of Ziro valley.

The entire workshop was facilitated by CEO-Eastern Sentinel, Jarpum Gamlin who is an MBA (Human Resource).

Various experienced resource persons facilitated the programme which included social workers, bureaucrats, entrepreneurs, and academia. The topics in the workshop included ‘Grassroots leadership and PRIs in Arunachal Pradesh’ by Dr. Kirto Loyi, ‘Gender issue in Social Engineering’ by Dr. Jumir Bassar Loyi, ‘Environment concern of Arunachal Pradesh’ by Dr. Kenjum Bagra, ‘Introduction to Galo Script’ by Igo Riba and ‘Communication skill’ by Kenter Riba, informed Ete.

Coming out of the training, one of the young participants said, ‘We are really touched by the initiative and got good experience during this workshop not only about the leadership quality but here we got fine knowledge of society, culture and about the vision quality of a perfect leader.’

 

 

Capping ceremony RKM nursing school students

ITANAGAR, Jun 30: The capping ceremony of  26th batch students of School of Nurshing, Ramakrishna Mission Hospital, Itanagar was held at Vivekananda Hall, RKM,  here this evening.

Addressing the programme, Everester Anshu Jamsenpa said that Arunachal has tremendous potential for adventure tourism and if promoted well it could contribute a lot towards the income generation of the state.

She further emphasised on importance of hard work and role of women in the society  and said that patience, hard work, perseverance and determination are required to succeed in life.

She further informed that in 1897, Swami Vivekananda had called a meeting of the monastic and householder disciples of Sri Rama Krishna in Calcutta in order to establish their work on an organized basis.

What Swamiji proposed was an integration of educational, philanthropic and religious activities and it was thus that the Rama Krishna Mission came into existence and the School of nursing was started in 1985 and since then it has over the years gone on to establish itself as one of the  foremost training institutes for nursing and midwifery in India.

Till now nearly four hundred students have passed out from this school and now engaged in offering their services in various parts of India as well as abroad.

Rama Krishna Mission Narottam Nagar Secretary Swami Gitatmanandaji Maharaj said that it is not only an important day in the lives of students who have received their caps but an equally important day for the school also as every year on this occasion the school initiates its students into the real world of service.

Earlier, Secretary of Rama Krishna Mission Hospital, Itanagar, Swami Vishweshananda informed that every year this occasion is held to introduce the students to the noble profession of nursing and to instil in their minds the nobleness of this profession.

 

 

Cash strapped Arunachal announces austerity measures

ITANAGAR, Jun 30:  Ever since state govt presented Rs 218 crore deficit budget this year, the financial situation of the Arunachal Pradesh government has gone from bad to worse. Battling perhaps the worst financial crisis in its history, state govt has announced several austerity measures.

As part of the austerity measure announced this month; state government has curtailed govt expenditure to maintain balance between receipts and expenditure.

Order issued (No. FIN/EA-45/2012) by finance department (EA Branch) has issued 10 austerity measures to tackle the financial constraints.

“In view of the serious financial constraints and deteriorating cash balance position of the State, there is a pressing need to curtail Govt. expenditure to maintain a balance between receipts and expenditure of the State Govt. It has, therefore, been decided by the Govt. to enforce austerity measures strictly with immediate effect,” the order read.

As part of austerity step, govt has imposed general ban on creation and filling up of Non-Plan posts. This ban shall include officiating appointment, filling up of leave vacancies, appointment of substitute employees belonging to all categories in all departments borne from Non-Plan fund.  Further no casual or contingent employees shall be allowed to be employed by any department without prior concurrence of the Finance Department.

No re-appropriation of funds from other sub head to "wages" would be allowed for the purpose of engagement of such employees. Except where prior approval of the Council of Ministers is obtained, neither revision of pay scales nor up-gradation of existing posts shall be contemplated and no department shall sponsor proposals for revision of pay scales or up gradation of existing posts unless these are matched by increased earning or savings by reduction in posts.

LOC system of drawl of wages as discontinued earlier will be in force and their wages are to be drawn through treasury. State govt has also put general ban on the purchase of new vehicles by any department. All the concerned departments have been asked to make all out efforts to recover the outstanding loans and advances. Unless the loans and advances are recovered regularly, no further loans and advances shall be allowed by Finance Department. Sanction of grant of an honorarium will not be given unless the work has been undertaken with the prior consent of the Govt. and its amount settled in advance.

No department will be allowed to enter into any extra financial commitment beyond what is provided in the sanctioned budget without prior concurrence of Finance Department. All the departments have been asked to strictly adhere to this particular order, because it will not be possible for Finance Department to provide any additional fund to meet  such financial liabilities created by the department without the knowledge and approval of the Finance Department. All posts, except Primary School Teachers and health workers, which were vacant as on 01-04-2011, and were lying vacant for one year or more on that date, shall be abolished. The   State Government has also banned foreign travel on official account by functionaries of the State Govt.

The order has been issued by Ramesh Negi, development commissioner (finance).

The poor financial status of Arunachal government is serious cause of concern for everyone. For a state like Arunachal which depends on government aid for almost every work, this news of poor financial status is a grave matter of concern. The big question is where did things go wrong? What is the cause for this financial crisis?

In the last couple of year, Arunachal govt has received massive central assistance and crores of money was received from hydropower developer as upfront money. Where did that money go?

 

 

APSIC slaps penalty on erring PIO

ITANAGAR, Jun 30: After a Public Information Officer (PIO) refused to furnish information sought by a citizen and also failing to respond to a show cause why penalty should not be imposed upon him, Chief Information Commissioner, Arunachal Pradesh Y D Thongchi has imposed a penalty of Rs. 7,500/ @ Rs. 250 per day with effect from April 24-May 24.

The order which was issued on June 6 asked the PIO to deposit the amount within a month from the date of issue of the order.

One Lenzing Pertin had sought information on CD/IRD Block, Mebo Sub-division from T. Pada, the PIO-cum-Project Director, DRDA which was either denied or partial information furnished.

After failing to extract any response from the PIO, the appellant filed an appeal on 20.1.12 with the Commission. A hearing was consequently fixed on 28th February 2012 wherein the PIO assured to provide the information. However in two consecutive hearings fixed on April 10 and May 3, the PIO remained absent.  The Commission issued a show cause to him why penalty should not be imposed upon him and directed him to respond in person during the hearing which was fixed on May 24.

But PIO neither appeared before the Commission nor submitted any reasons why penalty for refusing to provide information should not be imposed upon him leading the Commission to penalize him.

 

 

Concern on human-animal conflict

Awareness campaign cum workshop on wildlife and environment

ITANAGAR, Jun 30:  A one day awareness campaign cum workshop on wildlife and environment was organized today at Hotel Arun Subansiri by All Papum Pare District Students Union (APPDSU).  Number of people including students and ordinary citizens participated in the programme.

Resource persons for the day included Tasso Sira, divisional forest officer, Banderdewa, P Subramanyam CCF (IT), advocate Sunil Mow, journalist Taba Ajum and lawyer Tarh Eha.

Speaking about programme, APPDSU acting president Nabam Tado stated that young generation should take active part in preservation of environment.

DFO Tasso Sira expressed concern over increase in man-animal conflict due to rapid encroachment in forest area.  “As human beings are encroaching into territory of animal, the poor animals are being forced to move towards human inhabited areas. Often we hear of elephant or wild animal entering human colonies. This lead to loss of life on both sides,” said DFO Sira.

He also called on district administration to help forest department in order to safeguard rich flora and fauna of the state.

CCF P Subramanyam said commercialization of wild meat and their product is threatening the existence of wild animal. He also called on people to do their individual bits for the safeguard of the environment.

Advocate Sunil Mow spoke about various legal measures to protect and preserve wildlife and environment. He stated that wildlife and environment laws should be strictly implemented in Arunachal.

“Villagers should be educated about laws of environment and wildlife. If there is fear for law, then surely killing of wild animal and destruction of forest can be contained to some extent,” said Sunil Mow.

Journalist Taba Ajum said lack of awareness among citizen is one of the main reasons for wide spread destruction of environment. He urged department of environment and forest to carry out massive awareness campaign throughout state to educate them about importance of preserving rich flora and fauna.

On the occasion, a video on VIth Sports meet cum Miss Papum Pare 2012 organized by APPDSU at Balijan was released.

“Heal the world, make it better place for you and for me and the entire Human race……” that’s how one of the most popular and successful tracks of our beloved late Michael Jackson goes. Undoubtedly, what a beautiful song that is; the lyrics, the background score; aah, the message– that’s an impeccable piece of teaching! It wouldn’t be any sort of exaggeration, if I may say that it could be picked up as an “Anthem” for the cause of Conservation. It could very well be done! Why can’t? Yeah, it’s a terrific idea.

Anyways, I’m not making any case for anybody or anybody’s song or work or something, whatever that may be; but I, definitely, want to make a point here that we’ve wounded our dear Earth very badly; all-through the ages, we have only been draining and exploiting her all for our selfish, reckless and unmindful consumption; we have been literally sucking her to the core;   While we might have grown and progressed technologically, it’s anybody’s guess, we’ve made ourselves poorer in terms of our natural resources. Certainly, now our very own existence is at stake.

It’s nothing new, guys. We are all too aware of this; in fact, we need no preaching from anybody, not at least from a novice and confused person like me, certainly not! Agreed. But, what about your own conscience; your own urge to do something for the fellow humans; your Ideal; your contribution to salvage  dear Earth from this mad-dash  Consumerism, which is bleeding her to skeleton, if I may so draw a correlation with human life?

I guess here is an occasion to reflect upon oneself- “Introspection”, vis-à-vis our life-style. Hey, I’m not saying ‘standard of living’, guys! Yes, with the dawn of this new year, I made a promise to myself, you can call it a ‘Resolution’, but not exactly so, if you ask me, that henceforth, I would do best possible to inculcate certain changes in my ways of life to propagate the cause of Conservation; to endeavor against the menace of Consumerism. Right, that’s how I came up with a noble idea; I think it’s no over-emphasis to call it noble, to start some kind of collective campaign towards Conservation. Here’s it…..”Green Club……. Heal the World!”

Dr. R. D. Jakati, our Director, rightly says, “A small self-denial, however small, will go a long way in fighting Climate Change.” Isn’t it enough to motivate us to take our respective first step towards greater common good for every one of us? Chalo guys, I mean gals as well, let’s put our energy together and do something about it. We needn’t do any big thing for that; precisely, we just require to cut down on our lavish expenditure, discourage excessive consumerism, go green in our day-to-day activities like walking more often, avoiding unnecessary use of fuel, polythene and so on. Besides, creating awareness among fellow-citizens is equally important. Thus, I welcome one and all to come forward to join this Club and serve yourself, for without Earth, we are dead tomorrow. BTFC, Zing Urban, Banderdewa win

ITANAGAR, Jun 30: Bamang Taji FC, Zing Urban and Banderdewa Youth SC won their respective match in the first ever Gora Tamar Memorial State Level Football Tournament played at Rajiv Gandhi Stadium, Naharlagun today.

While BTFC blanked East Kameng CCFC 4-0 Zing Urban trounced Ajing FC 4-1. Ganga Remo (24 min), Ligang Opo  (38 min), Toko Poliam  (65 min) and  Libo Yangfo  (67 min) scored a goal each for BTFC.

Ojing Jerang (10, 33 min) Jumli Gadi (13 min) and Toko Tapa (62 min) were the scorers of Zing Urban. Chera Tachung (6 min) scored the only goal for East Kameng CCFC.

Banderdewa Youth SC beat East Kameng FA 2-0 in the last match of the day today. Gyamar Apa (33 min) and Pagge Tassi (61 min) were the scores for the Banderdewa team.
